Once your lips are well hydrated you can play with colour, do not attempt to apply heavy colours on chapped lips!
If you are choosing to apply a strong colour to the lips firstly out line your lips with a nude colour, this gives the lips definition, with out showing you have a line around the lip.. and if your colour wears off you won't be left with a hideous lip line.

Pencils last for ages, so choose a good one, it's worth it.
Now choose your lip colour.. This depends on skin tone, eye colour, hair colour. Yes, it can be tricky, If choosing a red be careful of the shade. Do not test the colour on the back of your hand, if you don't want to try the colour on, try it on the inside of your pinkie finger, it is closer to your lip colour.
Applying.. I usually apply the initial coat with a lip brush as it gives you an even more defined look. Once you have applied, blot the lips with a tissue then reapply. This will make the colour last longer. Then you can take your lipstick with you if you need to top up later.
If you want a softer look, you may repeat the lip lining process, but this time once you have outlined the lips, gently buff it with your lip brush, then you can apply your gloss or Matt lipstick pencils. NARS have amazing Matt Lip Stick pencils.
